Take Action Write a Letter Subscribe Now Text SizeAAAThese days, even people who pay attention only to gallery openings and baseball scores are suddenly paying attention to what's happening on Wall Street. Investment bankers and hedge fund managers are crafting financial instruments the likes of which have never been seen by the industry, the consumer or the Federal Reserve. As mortgages melt down, the market gyrates, and the regulators make their pronouncements, here is a short list of some of the business terms and their meanings that are driving our wild financial ride.

Nicholas von Hoffman: The Fed scrambles for solutions to the mortgage meltdown--but saving prudent homeowners also involves bailing out a huge number of wealthy speculators. What good is that?

Additional Capital: A financial lifesaver for banks and investment houses swamped by losses and the threat of bankruptcy. The additional capital raised to cover the emergency is obtained by printing and selling more stock, thus lessening the value of the stock already in existence.

Raising money under these circumstances is very expensive and sometimes involves a guarantee that the buyers of the new stock will receive some kind of dividend before anybody else gets paid--an additional sock in the nose to the current stockholders. The need to raise additional capital is not always due to the stupidity and incompetence of the people running the company. Sometimes it's for such profitable purposes as buying new machinery or expanding the factory (back in the days when we had factories).

Basil II: Not to be confused with a medieval king of Bulgaria or a Byzantine emperor. The Basil II accords are an international agreement on banking practices designed to prevent--guess what? A worldwide banking crisis. Heavy-money players such as the United States and the EU are signatories to the agreement, whose provisions nobody quite understands and which nobody has been able to put into effect, but which everybody agrees are necessary to maintain the present high level of world prosperity.

Blank Check Company: A company with a pot of money and no business. First, you start a company. Second, you flush a covey of slap-happy investors who have lost the sense they were born with. After you have their money, you go looking for some kind of business for the company to get into. Compare a blank-checker with the men and women who tart up, go to the ATM to withdraw money and then head to a pickup bar. By the end of the evening some of them are in business. Most are not.

Collateralized Debt Obligation (CDO): Take a bunch of commercial loans for which there is collateral of some kind or other, smoosh them together into one big loan or bond and voilà! You have a CDO. Whether you want the CDO depends on how good the underlying loans and collateral are. It appears that many of the investment bankers selling CDOs were too busy buying houses in the Hamptons to find out.

Counterparty: The name for the other guy or institution in a deal, otherwise known as he who is left holding the bag. If you lend me $10, we are each counterparties to the loan. A committee has been formed to find out why this word is needed.

Credit Default Swap: Warren Buffett is supposed to have called credit default swaps and their kinky kindred arrangements "financial weapons of mass destruction." (Also see Liquidity Put.)

A credit default swap works this way: Company A gets a loan, usually in the form of a bond, from Company B, but Company B worries that Company A may not pay the loan when it comes due. So Company B makes a deal with Company C. In return for regular payments, Company C will make good any loses suffered by Company B in case Company A welches on the deal.

So a credit default swap is a form of insurance... but if Company B has a mind to, it can buy a dozen or more credit swaps from Company C or some other entity. In the event that Company A fails to pay back the money, Company B stands to make a huge profit. Worse yet, Companies H and M, which had nothing to do with the deal, can nevertheless do a credit default swap based on whether or not Company A lives up to its promise to repay Company B.

Credit default swap mutations, immutations, transmutations, remutations and permutations are endless and perilous. At present an estimated $4.5 trillion in credit default swaps is swirling around in financial outer space. If they land in a black hole, the business world will end with a bang. Then comes the whimper.

Doges of Wall Street and Greenwich, Connecticut: These are the 5,000-6,000 people who sit atop the nation's major financial institutions, banks, hedge funds, etc. Although small in number, the few hundred operations they run garnered more than one-quarter of all the profits made by all other American companies last year. (So lush are the pickings that lesser workers in finance make half as much as people doing the same thing in other industries.)

If the Doges of Wall Street and Greenwich, Connecticut, are not the Masters of the Universe Tom Wolfe dubbed them at about the time they led the United States into the savings and loan debacle, they have at least had the power to free themselves of almost all regulatory restraint. In the process, they have caused two more financial crises, which have brought America to a precarious, trembling balance on the edge of catastrophe.

"The economy is fundamentally sound," or "The worst is behind us," or "We've hit the bottom, and it's uphill from now on": Head for the hills.

Fair Disclosure Rule: A government rule requiring a company to make information about its prospects available to the larger investing public and Wall Street stock analysts at the same time.

The rule is part of the never-ending effort to prevent people from cashing in on exclusive information. Since successful stock-picking is impossible without secret inside information, you may be sure the cheaters are finding new forms of unfair advantage even as you read this.

Form 4506T: The IRS form to be signed by home buyers giving mortgage lenders the authority to look at the buyers' income tax returns to verify their income and make sure they can afford the mortgage. Had form 4506T been used by lenders during the housing boom, there would have been a much smaller housing bubble and therefore a smaller crash. Law enforcement agencies are investigating why lenders did not ascertain the credit-worthiness of borrowers and whether the failure to do so constitutes fraud and/or actionable negligence.

Liquidity Put: This is a promise by a firm selling a CDO (for which see above) or MBO (see below) to repurchase an item in case the buyer cannot sell it to somebody else for the original purchase price.

Originally the idea for securitizing or bundling mortgage or other debt into bonds and then selling the bonds was that if enough were sold to a broad enough spectrum of people, the risk would be spread so far and so thin that a lot of people would get nicked for a little loss, but nobody would get seriously hurt, if home buyers welched on their payments.

With liquidity puts, the risk really is not spread around--it remains with the sellers. And now the investment banks that did the selling are on the hook for billions of bucks.

Why would they do something that looks, in the light of what has happened, so dumb even a Wall Streeter should have known better? The answer probably is that they were so greedy for sales they threw in the repurchase promise confident that they had all the angles figured so perfectly that they could not get burned.

Mortgage-Backed Security (MBO): Akin to CDOs are MBOs, many of which, of late, are emitting a decidedly unpleasant odor.

Ninja Loan: This has nothing to do with black-clad fighters of fourteenth-century Japan. They were sometimes rash but never as idiotically greedy as the modern mortgage brokers who made such loans, meaning mortgages given to people with no income, no job and no assets.

Punch Bowl: A metaphor for easy money and the inflation, speculation, unemployment and hard times easy money brings in its wake.

William McChesney Martin, the Eisenhower- and Kennedy-era chairman of the Federal Reserve Board, is remembered for saying that the Fed must "take away the punch bowl just as the party gets going." He meant sucking money out of the economy when too much of it is starting to blow bubbles, à la Alan Greenspan's technology bubble of 2000 and his real estate bubble of 2003-07, a bubble so large it defied the laws of physics.

During most of Martin's time the dollar was worth 100 cents and a prosperous and growing nation was spared the roller-coaster, boom-and-bust economics that have become the norm since he left office. In the end, Martin gave in to political pressure from the White House to pay for the Vietnam War; he left office in 1970 with inflation at a ruinous 6 percent and rising by the minute.

Recession: The word may have come into use around 1929 as a euphemism for the harsher "panic," the nineteenth-century term for when the arrows on the graphs start moving south. By the 1950s it was preferred to "depression," a word that came to be so terrifying it is now used only in connection with the 1930s. The term "crash" is never, ever used in decent business circles.

Since business depends on optimism and suspension of skepticism, expressions suggesting things may be somewhat sub-hunky-dory are of great concern. Hence such cutesy locutions as "the R word," or namby-pambyisms such as "slowdown," "downturn," "pullback," "slump" and "pause."

Risk Management: The conviction that young men and women with PhDs in mathematics can write formulas for such derivatives as SIVs (see below) so that they are financially fail-safe. It was believed until late 2007 that risk could be so well managed that it would be possible to lend billions of dollars to deadbeats, would-be bankrupts, near paupers, irresponsible speculators, doddering old people, uninformed immigrants, drunks and people seeking funds for a South American vacation and still make a profit.

Structured Investment Vehicle (SIV): SIV drivers have been known to vanish when hit by one of Wall Street's IEDs (improvised explosive devices). The vehicle is inherently risky.

A financial institution buys a bunch of bonds that pay a fixed rate of interest and may take twenty years to mature. ("Mature" is finance lingo for the date when the bonds pay back the principal.) The institution buying the bonds must borrow to pay for them, and if it is to make money on this deal, it must pay less interest than it is receiving from the bonds. It has to borrow short-term loans because they generally carry lower interest rates. Though the difference between what the bonds pay the institution and what the institution must pay on the short-term loans is only .25 percent, if the money involved is in the billions, an SIV can be very profitable.

It can also blow up in your face. If the interest rates on the short-term loans suddenly jump up or there are no short-term loans to be had, the SIV swerves off Prosperity Highway and smashes into a tree, which is what happened beginning in late 2007.

Toxic Waste: A piece of financial crap. This is Wall Street slang for a security so lousy that only an older person suffering from age-related macular degeneration with second-stage Alzheimer's on Social Security could be induced to buy it.

Variable Pricing: The irksome but indispensable practice of charging more when demand is highest and less when it is lowest. Electrical utilities have been using variable pricing in one form or another for 100 years. Airlines do it and operators of toll roads are beginning to do it. Your neighborhood tavern, with its happy-hour special, is practicing an inebriated form of variable pricing.

Variable pricing is a means to achieve what is called "load balancing," by charging more to discourage everybody from using a service at peak demand time. Hence airline tickets cost less for off-hours flights and more for the convenient morning and afternoon departures. If everybody flew at the same time, airports would have to be tripled in size, airlines would have to buy four times as many planes and the cost of tickets would leap commensurately.

People who find variable pricing discriminatory, unfair and/or biased racially, religiously or by social class or sexual orientation are advised to look into the purchase of private jets, a form of transportation the pricing for which is invariable and invariably high. (Also see Zone Pricing.)

VIX: It sounds like Vicks VapoRub, the gooey substance the great grandmothers of America used to rub on the chests of children with flu. Vicks may be more useful than VIX, which is the ticker symbol for Volatility Index, another Wall Street will o' the wisp. Thanks to mathematical abracadabra, VIX is believed to predict how fast and how violently the price of stocks will gyrate up and down in the coming thirty-day period.

The theory is, the greater the ups and downs, the more dangerous the market is for investor sheep. Those are the human ovines who have talked themselves into believing that they know how to buy a share of stock when it's cheap and sell it when it is expensive.

A small class of little-known investors exist who make money regardless of the direction the stock is heading in. You are not one of them.

Zone Pricing: Equality does not exist in business unless thrust on it from the outside. All customers are not equal, so do not appeal to the "rights of man" when you learn that a drug costs more in America than it does in Canada. Zone pricing means that things have different prices in different places. It is a geographical application of charging what the traffic will bear, depending on where the traffic is. Missing Semtex 'left unguarded'


A depot in France from which a large quantity of powerful explosive went missing was poorly guarded, the regional head of security has said.

The storage of 28kg (61lb) of Semtex at the site near Lyon was "not usual and certainly not authorised", Xavier de Fuerst also told the AFP news agency.

A search by anti-terrorist officers is under way, and the manager of the site has been suspended pending an inquiry.

Semtex has been favoured by terrorists for being very difficult to detect.

The depot, in a disused 19th Century fort at Corbas, is used by a civil defence unit charged with the job of blowing up bombs and ammunition left over from the two world wars.
Mr de Fuerst said the site had been bought by the interior ministry in 2005, and that existing security measures had fallen into disrepair.

He said that the storage of the explosives had not been authorised until work to replace security cameras and reinforce the entrances - scheduled for 2009 - was complete.

He said that neither the police nor local authorities were aware that the Semtex was being stored there.

The mayor of Corbas, Thierry Butin, told local media: "I am extremely surprised and angry that from one day to the next you can store products as dangerous as this, without any protection."

'Security failings'

Police said detonators were also missing and that they were treating the theft "very seriously".

Police said the discovery that the Semtex was missing was made on Friday but admitted the explosives could have been taken up to a week ago.

In a statement released late on Friday the interior ministry said "security failings" had made the theft possible.

Semtex, which was first made in the Czech Republic, is used in mining and demolition work.

A bomb containing about half a kilogram of the explosive caused the blast which brought down Pan Am flight 103 over Lockerbie, Scotland, in 1988, killing 270 people.

Opération Sarkozy : comment la CIA a placé un de ses agents à la présidence de la République française

Mais lorsque son action surprend jusqu’à ses propres électeurs, il est légitime de se pencher en détail sur sa biographie et de s’interroger sur les alliances qui l’ont conduit au pouvoir. Thierry Meyssan a décidé d’écrire la vérité sur les origines du président de la République française. Toutes les informations contenues dans cet article sont vérifiables, à l’exception de deux imputations, signalées par l’auteur qui en assume seul la responsabilité.

Les Français, lassés des trop longues présidences de François Mitterrand et de Jacques Chirac, ont élu Nicolas Sarkozy en comptant sur son énergie pour revitaliser leur pays. Ils espéraient une rupture avec des années d’immobilisme et des idéologies surannées. Ils ont eu une rupture avec les principes qui fondent la nation française. Ils ont été stupéfaits par cet « hyper-président », se saisissant chaque jour d’un nouveau dossier, aspirant à lui la droite et la gauche, bousculant tous les repères jusqu’à créer une complète confusion.

Comme des enfants qui viennent de faire une grosse bêtise, les Français sont trop occupés à se trouver des excuses pour admettre l’ampleur des dégâts et leur naïveté. Ils refusent d’autant plus de voir qui est vraiment Nicolas Sarkozy, qu’ils auraient dû s’en rendre compte depuis longtemps.

C’est que l’homme est habile. Comme un illusionniste, il a détourné leur attention en offrant sa vie privée en spectacle et en posant dans les magazines people, jusqu’à leur faire oublier son parcours politique.

Que l’on comprenne bien le sens de cet article : il ne s’agit pas de reprocher à M. Sarkozy ses liens familiaux, amicaux et professionnels, mais de lui reprocher d’avoir caché ses attaches aux Français qui ont cru, à tort, élire un homme libre.

Pour comprendre comment un homme en qui tous s’accordent aujourd’hui à voir l’agent des États-Unis et d’Israël a pu devenir le chef du parti gaulliste, puis le président de la République française, il nous faut revenir en arrière. Très en arrière. Il nous faut emprunter une longue digression au cours de laquelle nous présenterons les protagonistes qui trouvent aujourd’hui leur revanche.

Secrets de famille
À la fin de la Seconde Guerre mondiale, les services secrets états-uniens s’appuient sur le parrain italo-US Lucky Luciano pour contrôler la sécurité des ports américains et pour préparer le débarquement allié en Sicile. Les contacts de Luciano avec les services US passent notamment par Frank Wisner Sr. puis, lorsque le « parrain » est libéré et s’exile en Italie, par son « ambassadeur » corse, Étienne Léandri.

En 1958, les États-Unis, inquiets d’une possible victoire du FLN en Algérie qui ouvrirait l’Afrique du Nord à l’influence soviétique, décident de susciter un coup d’État militaire en France. L’opération est organisée conjointement par la Direction de la planification de la CIA —théoriquement dirigée par Frank Wisner Sr.— et par l’OTAN. Mais Wisner a déjà sombré dans la démence de sorte que c’est son successeur, Allan Dulles, qui supervise le coup. Depuis Alger, des généraux français créent un Comité de salut public qui exerce une pression sur le pouvoir civil parisien et le contraint à voter les pleins pouvoirs au général De Gaulle sans avoir besoin de recourir la force [1].

Or, Charles De Gaulle n’est pas le pion que les Anglo-Saxons croient pouvoir manipuler. Dans un premier temps, il tente de sortir de la contradiction coloniale en accordant une large autonomie aux territoires d’outre-mer au sein d’une Union française. Mais il est déjà trop tard pour sauver l’Empire français car les peuples colonisés ne croient plus aux promesses de la métropole et exigent leur indépendance. Après avoir conduit victorieusement de féroces campagnes de répression contre les indépendantistes, De Gaulle se rend à l’évidence. Faisant preuve d’une rare sagesse politique, il décide d’accorder à chaque colonie son indépendance.

Cette volte-face est vécue comme une trahison par la plupart de ceux qui l’ont porté au pouvoir. La CIA et l’OTAN soutiennent alors toutes sortes de complots pour l’éliminer, dont un putsch manqué et une quarantaine de tentatives d’assassinat [2]. Toutefois, certains de ses partisans approuvent son évolution politique. Autour de Charles Pasqua, ils créent le SAC, une milice pour le protéger.

Pasqua est à la fois un truand corse et un ancien résistant. Il a épousé la fille d’un bootlegger canadien qui fit fortune durant la prohibition. Il dirige la société Ricard qui, après avoir commercialisé de l’absinthe, un alcool prohibé, se respectabilise en vendant de l’anisette. Cependant, la société continue à servir de couverture pour toutes sortes de trafics en relation avec la famille italo-new-yorkaise des Genovese, celle de Lucky Luciano. Il n’est donc pas étonnant que Pasqua fasse appel à Étienne Léandri (« l’ambassadeur » de Luciano) pour recruter des gros bras et constituer la milice gaulliste [3]. Un troisième homme joue un grand rôle dans la formation du SAC, l’ancien garde du corps de De Gaulle, Achille Peretti —un Corse lui aussi—.

Ainsi défendu, De Gaulle dessine avec panache une politique d’indépendance nationale. Tout en affirmant son appartenance au camp atlantique, il remet en cause le leadership anglo-saxon. Il s’oppose à l’entrée du Royaume-Uni dans le Marché commun européen (1961 et 1967) ; Il refuse le déploiement des casques de l’ONU au Congo (1961) ; il encourage les États latino-américains à s’affranchir de l’impérialisme US (discours de Mexico, 1964) ; Il expulse l’OTAN de France et se retire du Commandement intégré de l’Alliance atlantique (1966) ; Il dénonce la Guerre du Viêt-nam (discours de Phnon Penh, 1966) ; Il condamne l’expansionnisme israélien lors de la Guerre des Six jours (1967) ; Il soutient l’indépendance du Québec (discours de Montréal 1967) ; etc.

Simultanément, De Gaulle consolide la puissance de la France en la dotant d’un complexe militaro-industriel incluant la force de dissuasion nucléaire, et en garantissant son approvisionnement énergétique. Il éloigne utilement les encombrants Corses de son entourage en leur confiant des missions à étranger. Ainsi Étienne Léandri devient-il le trader du groupe Elf (aujourd’hui Total) [4], tandis que Charles Pasqua devient l’homme de confiance des chefs d’États d’Afrique francophone.

Conscient qu’il ne peut défier les Anglo-Saxons sur tous les terrains à la fois, De Gaulle s’allie à la famille Rothschild. Il choisit comme Premier ministre le fondé de pouvoir de la Banque, Georges Pompidou. Les deux hommes forment un tandem efficace. L’audace politique du premier ne perd jamais de vue le réalisme économique du second.

Lorsque De Gaulle démissionne, en 1969, Georges Pompidou lui succède brièvement à la présidence avant d’être emporté par un cancer. Les gaullistes historiques n’admettent pas son leadership et s’inquiètent de son tropisme anglophile. Ils hurlent à la trahison lorsque Pompidou, secondé par le secrétaire général de l’Élysée Edouard Balladur, fait entrer « la perfide Albion » dans le Marché commun européen.

La fabrication de Nicolas Sarkozy
Ce décor étant planté, revenons-en à notre personnage principal, Nicolas Sarkozy. Né en 1955, il est le fils d’un noble catholique hongrois, Pal Sarkösy de Nagy-Bocsa, réfugié en France après avoir fuit l’Armée rouge, et d’Andrée Mallah, une roturière juive originaire de Thessalonique. Après avoir eu trois enfants (Guillaume, Nicolas et François), le couple divorce. Pal Sarkosy de Nagy-Bocsa se remarie avec une aristocrate, Christine de Ganay, dont il aura deux enfants (Pierre-Olivier et Caroline). Nicolas ne sera pas élevé par ses seuls parents, mais balloté dans cette famille recomposée.

Sa mère est devenue la secrétaire d’Achille Peretti. Après avoir co-fondé le SAC, le garde du corps de De Gaulle avait poursuivi une brillante carrière politique. Il avait été élu député et maire de Neuilly-sur-Seine, la plus riche banlieue résidentielle de la capitale, puis président de l’Assemblée nationale.

Malheureusement, en 1972, Achille Peretti est gravement mis en cause. Aux États-Unis, le magazine Time révèle l’existence d’une organisation criminelle secrète « l’Union corse » qui contrôlerait une grande partie du trafic de stupéfiants entre l’Europe et l’Amérique, la fameuse « French connexion » qu’Hollywwod devait porter à l’écran. S’appuyant sur des auditions parlementaires et sur ses propres investigations, Time cite le nom d’un chef mafieux, Jean Venturi, arrêté quelques années plus tôt au Canada, et qui n’est autre que le délégué commercial de Charles Pasqua pour la société d’alcool Ricard. On évoque le nom de plusieurs familles qui dirigeraient « l’Union corse », dont les Peretti. Achille nie, mais doit renoncer à la présidence de l’Assemblée nationale et échappe même à un « suicide ».

En 1977, Pal Sarkozy se sépare de sa seconde épouse, Christine de Ganay, laquelle se lie alors avec le n°2 de l’administration centrale du département d’État des États-Unis. Elle l’épouse et s’installe avec lui en Amérique. Le monde étant petit, c’est bien connu, son mari n’est autre que Frank Wisner Jr., fils du précédent. Les fonctions de Junior à la CIA ne sont pas connues, mais il clair qu’il y joue un rôle important. Nicolas, qui reste proche de sa belle-mère, de son demi-frère et de sa demi-sœur, commence à se tourner vers les États-Unis où il « bénéficie » des programmes de formation du département d’État.

À la même période, Nicolas Sarkozy adhère au parti gaulliste. Il y fréquente d’autant plus rapidement Charles Pasqua que celui-ci n’est pas seulement un leader national, mais aussi le responsable de la section départementale des Hauts-de-Seine.

En 1982, Nicolas Sarkozy, ayant terminé ses études de droit et s’étant inscrit au barreau, épouse la nièce d’Achille Peretti. Son témoin de mariage est Charles Pasqua. En tant qu’avocat, Me Sarkozy défend les intérêts des amis corses de ses mentors. Il acquiert une propriété sur l’île de beauté, à Vico, et imagine de corsiser son nom en remplaçant le « y » par un « i » : Sarkozi.

L’année suivante, il est élu maire de Neuilly-sur-Seine en remplacement de son bel-oncle, Achille Peretti, terrassé par une crise cardiaque.

Cependant, Nicolas ne tarde pas à trahir sa femme et, dès 1984, il poursuit une liaison cachée avec Cécilia, l’épouse du plus célèbre animateur de télévision français de l’époque, Jacques Martin, dont il a fait la connaissance en célébrant leur mariage en qualité de maire de Neuilly. Cette double vie dure cinq ans, avant que les amants ne quittent leurs conjoints respectifs pour construire un nouveau foyer.

Nicolas est le témoin de mariage, en 1992, de la fille de Jacques Chirac, Claude, avec un éditorialiste du Figaro. Il ne peut s’empêcher de séduire Claude et de mener une brève relation avec elle, tandis qu’il vit officiellement avec Cécilia. Le mari trompé se suicide en absorbant des drogues. La rupture est brutale et sans retour entre les Chirac et Nicolas Sarkozy.

En 1993, la gauche perd les élections législatives. Le président François Mitterrand refuse de démissionner et entre en cohabitation avec un Premier ministre de droite. Jacques Chirac, qui ambitionne la présidence et pense alors former avec Edouard Balladur un tandem comparable à celui de De Gaulle et Pompidou, refuse d’être à nouveau Premier ministre et laisse la place à son « ami de trente ans », Edouard Balladur. Malgré son passé sulfureux, Charles Pasqua devient ministre de l’Intérieur. S’il conserve la haute main sur la marijuana marocaine, il profite de sa situation pour légaliser ses autres activités en prenant le contrôle des casinos, jeux et courses en Afrique francophone. Il tisse aussi des liens en Arabie saoudite et en Israël et devient officier d’honneur du Mossad. Nicolas Sarkozy, quant à lui, est ministre du Budget et porte-parole du gouvernement.

À Washington, Frank Wisner Jr. a pris la succession de Paul Wolfowitz comme responsable de la planification politique au département de la Défense. Personne ne remarque les liens qui l’unissent au porte-parole du gouvernement français.

C’est alors que reprend au sein du parti gaulliste la tension que l’on avait connu trente ans plus tôt entre les gaullistes historiques et la droite financière, incarnée par Balladur. La nouveauté, c’est que Charles Pasqua et avec lui le jeune Nicolas Sarkozy trahissent Jacques Chirac pour se rapprocher du courant Rothschild. Tout dérape. Le conflit atteindra son apogée en 1995 lorsque Édouard Balladur se présentera contre son ex-ami Jacques Chirac à l’élection présidentielle, et sera battu. Surtout, suivant les instructions de Londres et de Washington, le gouvernement Balladur ouvre les négociations d’adhésion à l’Union européenne et à l’OTAN des États d’Europe centrale et orientale, affranchis de la tutelle soviétique.

Rien ne va plus dans le parti gaulliste où les amis d’hier sont près de s’entre-tuer. Pour financer sa campagne électorale, Edouard Balladur tente de faire main basse sur la caisse noire du parti gaulliste, cachée dans la double comptabilité du pétrolier Elf. À peine le vieux Étienne Léandri mort, les juges perquisitionnent la société et ses dirigeants sont incarcérés. Mais Balladur, Pasqua et Sarkozy ne parviendront jamais à récupérer le magot.

La traversée du désert
Tout au long de son premier mandat, Jacques Chirac tient Nicolas Sarkozy à distance. L’homme se fait discret durant cette longue traversée du désert. Discrètement, il continue à nouer des relations dans les cercles financiers.

En 1996, Nicolas Sarkozy ayant enfin réussi à clore une procédure de divorce qui n’en finissait pas se marie avec Cécilia. Ils ont pour témoins les deux milliardaires Martin Bouygues et Bernard Arnaud (l’homme le plus riche du pays).

Dernier acte
Bien avant la crise irakienne, Frank Wisner Jr. et ses collègues de la CIA planifient la destruction du courant gaulliste et la montée en puissance de Nicolas Sarkozy. Ils agissent en trois temps : d’abord l’élimination de la direction du parti gaulliste et la prise de contrôle de cet appareil, puis l’élimination du principal rival de droite et l’investiture du parti gaulliste à l’élection présidentielle, enfin l’élimination de tout challenger sérieux à gauche de manière à être certain d’emporter l’élection présidentielle.

Pendant des années, les médias sont tenus en haleine par les révélations posthumes d’un promoteur immobilier. Avant de décéder d’une grave maladie, il a enregistré pour une raison jamais élucidée une confession en vidéo. Pour une raison encore plus obscure, la « cassette » échoue dans les mains d’un hiérarque du Parti socialiste, Dominique Strauss-Khan, qui la fait parvenir indirectement à la presse.

Si les aveux du promoteur ne débouchent sur aucune sanction judiciaire, ils ouvrent une boîte de Pandore. La principale victime des affaires successives sera le Premier ministre Alain Juppé. Pour protéger Chirac, il assume seul toutes les infractions pénales. La mise à l’écart de Juppé laisse la voie libre à Nicolas Sarkozy pour prendre la direction du parti gaulliste.

Sarkozy exploite alors sa position pour contraindre Jacques Chirac à le reprendre au gouvernement, malgré leur haine réciproque. Il sera en définitive, ministre de l’Intérieur. Erreur ! À ce poste, il contrôle les préfets et de le renseignement intérieur qu’il utilise pour noyauter les grandes administrations.

Il s’occupe aussi des affaires corses. Le préfet Claude Érignac a été assassiné. Bien qu’il n’ait pas été revendiqué, le meurtre a immédiatement été interprété comme un défi lancé par les indépendantistes à la République. Après une longue traque, la police parvient à arrêter un suspect en fuite, Yvan Colonna, fils d’un député socialiste. Faisant fi de la présomption d’innocence, Nicolas Sarkozy annonce cette interpellation en accusant le suspect d’être l’assassin. C’est que la nouvelle est trop belle à deux jours du référendum que le ministre de l’Intérieur organise en Corse pour modifier le statut de l’île. Quoi qu’il en soit, les électeurs rejettent le projet Sarkozy qui, selon certains, favorise les intérêts mafieux.
Bien qu’Yvan Colonna ait ultérieurement été reconnu coupable, il a toujours clamé son innocence et aucune preuve matérielle n’a été trouvée contre lui. Étrangement, l’homme s’est muré dans le silence, préférant être condamné que de révéler ce qu’il sait.
Nous révélons ici que le préfet Érignac n’a pas été tué par des nationalistes, mais abattu par un tueur à gage, Igor Pecatte, immédiatement exfiltré vers l’Angola où il a été engagé à la sécurité du groupe Elf. Le mobile du crime était précisément lié aux fonctions antérieures d’Érignac, responsable des réseaux africains de Charles Pasqua au ministère de la Coopération. Quand à Yvan Colonna, c’est un ami personnel de Nicolas Sarkozy depuis des décennies et leurs enfants se sont fréquentés.

Une nouvelle affaire éclate : de faux listings circulent qui accusent mensongèrement plusieurs personnalités de cacher des comptes bancaires au Luxembourg, chez Clearstream. Parmi les personnalités diffamées : Nicolas Sarkozy. Il porte plainte et sous-entend que son rival de droite à l’élection présidentielle, le Premier ministre Dominique de Villepin, a organisé cette machination. Il ne cache pas son intention de le faire jeter en prison.
En réalité, les faux listings ont été mis en circulation par des membres de la Fondation franco-américaine [5], dont John Negroponte était président et dont Frank Wisner Jr. est administrateur. Ce que les juges ignorent et que nous révélons ici, c’est que les listings ont été fabriqués à Londres par une officine commune de la CIA et du MI6, Hakluyt & Co, dont Frank Wisner Jr. est également administrateur.
Villepin se défend de ce dont on l’accuse, mais il est mis en examen, assigné à résidence et, de facto, écarté provisoirement de la vie politique. La voie est libre à droite pour Nicolas Sarkozy.

Reste à neutraliser les candidatures d’opposition. Les cotisations d’adhésion au parti socialistes sont réduites à un niveau symbolique pour attirer de nouveaux militants. Soudainement des milliers de jeunes prennent leur carte. Parmi eux, au moins dix mille nouveaux adhérents sont en réalité des militants du Parti trotskiste « lambertiste » (du nom de son fondateur Pierre Lambert). Cette petite formation d’extrême gauche s’est historiquement mise au service de la CIA contre les communistes staliniens durant la Guerre froide (Elle est l’équivalent du SD/USA de Max Shatchman, qui a formé les néoconservateurs aux USA [6]). Ce n’est pas la première fois que les « lambertistes » infiltrent le Parti socialiste. Ils y ont notamment placé deux célèbres agents de la CIA : Lionel Jospin (qui est devenu Premier ministre) et Jean-Christophe Cambadélis, le principal conseiller de Dominique Strauss-Kahn [7].

Des primaires sont organisées au sein du Parti socialiste pour désigner son candidat à l’élection présidentielle. Deux personnalités sont en concurrence : Laurent Fabius et Ségolène Royal. Seul le premier représente un danger pour Sarkozy. Dominique Strauss-Kahn entre dans la course avec pour mission d’éliminer Fabius au dernier moment. Ce qu’il sera en mesure de faire grâce aux votes des militants « lambertistes » infiltrés, qui portent leur suffrages non pas sur son nom, mais sur celui de Royal.
L’opération est possible parce que Strauss-Kahn est depuis longtemps sur le payroll des États-Unis. Les Français ignorent qu’il donne des cours à Stanford, où il a été embauché par le prévot de l’université, Condoleezza Rice [8].
Dès sa prise de fonction, Nicolas Sarkozy et Condoleezza Rice remercieront Strauss-Kahn en le faisant élire à la direction du Fonds monétaire international.

Premiers jours à l’Élysée
Le soir du second tour de l’élection présidentielle, lorsque les instituts de sondages annoncent sa victoire probable, Nicolas Sarkozy prononce un bref discours à la nation depuis son QG de campagne. Puis, contrairement à tous les usages, il ne va pas faire la fête avec les militants de son parti, mais il se rend au Fouquet’s. La célèbre brasserie des Champs-Élysées, qui était jadis le rendez-vous de « l’Union corse » est aujourd’hui la propriété du casinotier Dominique Desseigne. Il a été mis à disposition du président élu pour y recevoir ses amis et les principaux donateurs de sa campagne. Une centaine d’invités s’y bousculent, les hommes les plus riches de France y côtoient les patrons de casinos.

Puis le président élu s’offre quelques jours de repos bien mérités. Conduit en Falcon-900 privé à Malte, il s’y repose sur le Paloma, le yacht de 65 mètres de son ami Vincent Bolloré, un milliardaire formé à la Banque Rothschild.

Enfin, Nicolas Sarkozy est investi président de la République française. Le premier décret qu’il signe n’est pas pour proclamer une amnistie, mais pour autoriser les casinos de ses amis Desseigne et Partouche à multiplier les machines à sous.

Il forme son équipe de travail et son gouvernement. Sans surprise, on y retrouve un bien trouble propriétaire de casinos (le ministre de la Jeunesse et des Sports) et le lobbyiste des casinos de l’ami Desseigne (qui devient porte-parole du parti « gaulliste »).

Nicolas Sarkozy s’appuie avant tout sur quatre hommes :
Claude Guéant, secrétaire général du palais de l’Élysée. C’est l’ancien bras droit de Charles Pasqua.
François Pérol, secrétaire général adjoint de l’Élysée. C’est un associé-gérant de la Banque Rothschild.
Jean-David Lévitte, conseiller diplomatique. Fils de l’ancien directeur de l’Agence juive. Ambassadeur de France à l’ONU, il fut relevé de ses fonctions par Chirac qui le jugeait trop proche de George Bush.
Alain Bauer, l’homme de l’ombre. Son nom n’apparaît pas dans les annuaires. Il est chargé des services de renseignement. Ancien Grand-Maître du Grand Orient de France (la principale obédience maçonnique française) et ancien n°2 de la National Security Agency états-unienne en Europe [9].

Frank Wisner Jr., qui a été nommé entre temps envoyé spécial du président Bush pour l’indépendance du Kosovo, insiste pour que Bernard Kouchner soit nommé ministre des Affaires étrangères avec une double mission prioritaire : l’indépendance du Kosovo et la liquidation de la politique arabe de la France.

Kouchner a débuté sa carrière en participant à la création d’une ONG humanitaire. Grâce aux financements de la National Endowment for Democracy, il a participé aux opérations de Zbigniew Brzezinski en Afghanistan, aux côtés d’Oussama Ben Laden et des frères Karzaï contre les Soviétiques. On le retrouve dans les années 90 auprès d’Alija Izetbegoviç en Bosnie-Herzégovine. De 1999 à 2001, il a été Haut représentant de l’ONU au Kosovo.

Sous le contrôle du frère cadet du président Hamid Karzaï, l’Afghanistan est devenu le premier producteur mondial de pavot. Le suc est transformé sur place en héroïne et transporté par l’US Air Force à Camp Bondsteed (Kosovo). Là, la drogue est prise en charge par les hommes d’Haçim Thaçi qui l’écoulent principalement en Europe et accessoirement aux États-Unis [10]. Les bénéfices sont utilisés pour financer les opérations illégales de la CIA.
Karzaï et Thaçi sont des amis personnels de longue date de Bernard Kouchner, qui certainement ignore leurs activités criminelles malgré les rapports internationaux qui y ont été consacrés.

Pour complèter son gouvernement, Nicolas Sarkozy nomme Christine Lagarde, ministre de l’Économie et des Finances. Elle a fait toute sa carrière aux États-Unis où elle a dirigé le prestigieux cabinet de juristes Baker & McKenzie. Au sein du Center for International & Strategic Studies de Dick Cheney, elle a co-présidé avec Zbigniew Brzezinski un groupe de travail qui a supervisé les privatisations en Pologne. Elle a organisé un intense lobbying pour le compte de Lockheed Martin contre les l’avionneur français Dassault [11].

Nouvelle escapade durant l’été. Nicolas, Cécilia, leur maîtresse commune et leurs enfants se font offrir des vacances états-uniennes à Wolfenboroo, non loin de la propriété du président Bush. La facture, cette fois, est payée par Robert F. Agostinelli, un banquier d’affaires italo-new-yorkais, sioniste et néo-conservateur pur sucre qui s’exprime dans Commentary, la revue de l’American Jewish Committee.

La réussite de Nicolas rejaillit sur son demi-frère Pierre-Olivier. Sous le nom américanisé « d’Oliver », il est nommé par Frank Carlucci (qui fut le n°2 de la CIA après avoir été recruté par Frank Wisner Sr.) [12] directeur d’un nouveau fonds de placement du Carlyle Group (la société commune de gestion de portefeuille des Bush et des Ben Laden) [13]. Sans qualité personnelle particulière, il est devenu le 5e noueur de deals dans le monde et gère les principaux avoirs des fonds souverains du Koweit et de Singapour.

La côte de popularité du président est en chute libre dans les sondages. L’un de ses conseillers en communication, Jacques Séguéla, préconise de détourner l’attention du public avec de nouvelles « people stories ». L’annonce du divorce avec Cécilia est publiée par Libération, le journal de son ami Edouard de Rothschild, pour couvrir les slogans des manifestants un jour de grève générale. Plus fort encore, le communiquant organise une rencontre avec l’artiste et ex-mannequin, Carla Bruni. Quelques jours plus tard, sa liaison avec le président est officialisée et le battage médiatique couvre à nouveau les critiques politiques. Quelques semaines encore et c’est le troisième mariage de Nicolas. Cette fois, il choisit comme témoins Mathilde Agostinelli (l’épouse de Robert) et Nicolas Bazire, ancien directeur de cabinet d’Edouard Balladur devenu associé-gérant chez Rothschild.

Quand les Français auront-ils des yeux pour voir à qui ils ont à faire ?

Colombian hostage "rescue" a staged event

There is a mounting body of evidence, both open source and classified, that the "rescue" of former Colombian presidential candidate Ingrid Betancourt, three American military contractors working for Northrop Grumman -- Marc Gonsalves, Thomas Howes and Keith Stansell -- and eleven Colombian hostages from the Revolutionary Armed Forces of Colombia (FARC) was a staged event designed to serve as a propaganda boost for Colombia's pro-U.S. President Alvaro Uribe and the flagging presidential campaign of Republican presidential candidate John McCain, who was visiting Bogota at the time of the hostage "rescue," an operation code named "Jaque."

To believe the Colombian government and US ambassador to Bogota William Brownfield, whose previous stint was in Caracas, Venezuela where he was charged with trying to foment rebellions against President Hugo Chavez, the fifteen FARC hostages were rescued after Colombian intelligence infiltrated the top echelons of FARC, tricked local FARC commanders that the hostages were being moved by an MI-17 unmarked helicopter to another rebel camp, and then flew the hostages by helicopter to safety. The "rescue" team, wearing FARC clothing and accompanied by a video crew, was even reported to have taken acting lessons.

More suspicious is the number of Colombian and foreign intelligence organizations now claiming to have been involved in the "rescue" operation. In addition to Colombian military and intelligence, those claiming a role in the operation include U.S. Special Forces, U.S. intelligence, the US Southern Command (SOUTHCOM), and, more recently, according to the Israeli newspaper Haaretz, the Israeli security company Global CST owned by retired Israeli Brigadier General Israel Ziv and Brigadier Yossi Kuperwasser. The company claims to have a team of ex-Mossad, Shin Bet, and Israeli Defense Force personnel in Colombia helping the government to battle the FARC.

Brownfield cited close American intelligence, equipment, and training advice in assisting Colombia in securing the hostages' release. There are reports that US surveillance aircraft were used to monitor the communications of the FARC. SOUTHCOM commander Admiral Jim Stavridis said his military command "closely monitored" the hostage "rescue" events. However, WMR has been informed by sources within the National Security Agency (NSA) that the priority for rescuing the three American contractors, said to be involved in counter-narcotics operations but in reality were signals intelligence (SIGINT) operators eavesdropping on the FARC and another guerrilla group, the ELN, was practically non-existent. The three Americans were said to have been taken hostage in 2003 after their Cessna aircraft crashed in the Colombian jungle. In fact, the three were, according to NSA sources, SIGINT specialists who spoke fluent Spanish and were trained in hostage survival in a
special military school called SERE, "Survival, Evade, Resist and Escape."

Other NSA sources report that the actual number of American SIGINT operators on board the downed aircraft was around 8 or 9 and that the aircraft was larger than a normal Cessna. On March 27, 2001, then-SOUTHCOM commander General Peter Pace testified before the Senate Armed Services Committee that "a fully manned and functioning regional SIGINT Operating Center at Medina, Texas, is essential to support our AOR [Area of Responsibility] operations." Under "Plan Colombia," the Medina facility, then called the MRSOC and now "NSA Texas," NSA's Spanish linguists at Medina should have had FARC communications intercepts relating to the three and, likely, more American SIGINT operators being held hostage as their top priority. However, according to Spanish and Portuguese linguists at the MRSOC, hostage rescue SIGINT operations were of no concern to NSA.

At the time of the downing of the US SIGINT plane by the FARC in 2003, General Michael Hayden, now CIA director, was director of the NSA.

In July 1999, a US Army RC-7B/EO-5B Crazy Hawk airborne low-altitude SIGINT plane, a modified DeHavilland DH-7, crashed in Colombia killing all the US and Colombian intelligence personnel aboard. It was replaced by the Cessna Grand Caravan and the BAE Systems J-31 Jetstream, both used for intelligence collection missions, including SIGINT. An unmodified J-31 can seat 19 passengers while the Cessna Grand Caravan can handle 9 passengers.

Radio Suisse Romande (RSR) reported that the Colombian hostage "rescue" was, in reality, a staged event after a $20 million ransom was paid by the United States and France, and negotiated by Switzerland, to the FARC rebels. The videotaped "rescue" was made to look like a previous hostage release that was negotiated by Venezuela's President Hugo Chavez. The hostages were flown to a Colombian military base at Guaviare where the hostages were "freed." RSR reported, "the release of the 15 hostages for a high ransom was first negotiated, and after that a rescue operation was staged."

The veracity of the Colombian government in past "evidence" claims is questionable. A laptop computer that was claimed to have been discovered by Colombian forces during a raid on a FARC camp in Ecuador and containing "proof" of Venezuelan support for the rebels was later found to have been manufactured evidence. Colombia and the Bush administration had INTERPOL Secretary General Ron Noble, a former Bush 41 Justice Department official, vouch for the authenticity of the laptop's evidence after a contrived forensic "study" of the computer by INTERPOL "proved" the Venezuelan link.

Although Betancourt, a member of Colombia's Green Party, rejected the report that a ransom secured her release along with the other hostages, she also said if the report was true why not pay a ransom for their release. A Norwegian-Colombian, Alf Onshuus Nino, was released by FARC after a $200,000 ransom was paid. Nino's release came around the same time that Betancourt and the others were freed.

Swiss RSR journalist Frederich Blassel reported that FARC commander Gerardo Aguila Ramirez, aka "Cesar," was paid the $20 million and was allowed to be "captured" by Colombia in the "rescue." RSR's report was backed by the French online news daily MediaPart. MediaPart reported that the two FARC commanders would be given political asylum in France. There are other reports that Cesar and another FARC commander will be given new identities by either Spain, France, or Switzerland.

The $20 million was reported to have come from France, Colombia, and the United States. The hostage "rescue" was a propaganda coup for Colombian President Alvaro Uribe, who was facing charges of complicity with right-wing drug cartels and paramilitaries; McCain, who was visiting Colombia when the hostages were freed; and French President Nicolas Sarkozy, who was facing a plunge in popularity polls in France. The freeing of Betancourt, a French national, was seen as a plus for Sarkozy. One person who was not hailed was Venezuela's Chavez, who had previously secured the release of hostages by FARC and began the hostage negotiation process with the rebel group.

However, last November, Uribe ended Chavez's role in the hostage negotiations, obviously acting under pressure from Washington and Brownfield, the former ambassador to Caracas who has no love for Chavez. Juan Carlos Lecompte, Betancourt's husband, accused Uribe of acting in a "brutal manner." Fabrice Delloye, Betancourt's ex-husband and father of her two children, told the Venezuelan press, "What outrages me about Uribe is his permanent hypocrisy. He is always looking for a pretext to stall the exchange of hostages for the imprisoned guerrillas. He never stopped putting obstacles in the way of previous efforts." Stall the hostage release was exactly what Uribe and Brownfield accomplished, just in time for McCain's visit to Bogota, an event that the American neocons seized upon to tout McCain's foreign policy bona fides.

Colombia has reacted to the ransom report by accusing Swiss FARC-Colombian government intermediary Jean-Pierre Gontard, of being the courier for $480,000 destined for the FARC and seized by Costa Rican police at the request of Bogota from an alleged FARC safe house in San Jose, the Costa Rican capital. The Uribe government has accused Gontard of funneling cash to Raul Reyes, the FARC commander killed in a Colombian raid on a FARC base in Ecuador earlier this year. Colombia is relying on the dubious computer files allegedly seized from the base camp and supposedly "validated" by INTERPOL. However, the use of forged documents in a specialty of the neocons and the Israeli security experts who are claiming to have assisted in the Betancourt and other hostages' "rescue."

The timing of the release of the hostages and the June 30 arrival in Colombia of Gontard and French diplomat-negotiator Noel Saez, two days before the hostage release, is what has observers keen on a ransom deal being worked out. The Uribe and Bush administrations have repeatedly insisted that there can be no payments made to terrorist groups like the FARC. Gontard has been accused by Bogota of being the leaker of the story about the $20 million ransom to RSR. Gontard, who has participated in hostage release negotiations between France, Spain, the International Committee of the Red Cross, the FARC, Colombia, and Venezuela, has denied the charge. Goldman Sachs lowers estimates on 40 European banks

PARIS (AFP) — The US investment bank Goldman Sachs has lowered its 2008-2010 forecasts for more than 40 European banks, warning Friday that some of them may have to raise between 60 and 90 billion euros to shore up finances in the face of a nearly year-long credit crisis.

Goldman Sachs analysts said in a note that European banks under their scrutiny had sustained asset writedowns of 134 billion dollars (85 billion euros), offset by capital increases of about 115 billion dollars.

Big banks and finance institutions around the world have suffered losses and writedowns stemming from a near-collapse last year in the US subprime -- high-risk -- mortgage market, which undermined the value of billions of dollars in mortgage-backed securities.

Banks subsequently became reluctant to make credit available to one another and to businesses and are now facing increased regulatory pressure.

"We believe that regulatory pressures and a sharp turn in the European credit cycle are the two main causes for concern for bank investors," Goldman analysts said.

Under such circumstances, they said, "we are lowering 2008-2010 estimates for over 40 banks today and now stand on average 12 percent below consensus."

Pressure on levels of capital holdings, either self-imposed or applied by regulators or ratings agencies, could force European banks to raise 60 billion euros or withhold one year of dividends, according to the study.

But it added: "If in addition to regulatory tightening, the sector returns to the early 1990s level of credit losses, we estimate that the capital shortfall could amount to 90 billion euros."

SARKOZY, PERES, OLMERT - SURVIVORS OF FAILED ASSASSINATION PLOT?

Call it an update. Twelve hours ago, a shot rang out near the goodbye ceremony for French President Nicolas Sarkozy at Ben Gurion Airport.
The band had just started up its loud farewell repertoire. At the moment Sarkozy, President Peres and Prime Minister Olmert clasped hands in unity for the cameras, a shot was heard. If anyone thought this was an assassination, security went out the window. Instead of jumping on their leaders, security rushed them to their cars and plane. Sarkozy was a wide-open target as he climbed to his plane.
But then the truth was learned. At the moment that the band began and the leaders shook hands for the cameras, a clever longtime soldier assigned to an elite Border Guard unit, thought, great time to kill myself. And just when he was in perfect position; 100 yards from the ceremony with a 400 yard range rifle, on a roof, with the politicians in his sites! Darn.
Plus, he didn't just choose the right moment to die noticed, his dying post was perfect. If he shot himself from a roof, maybe he could arrange for his body to fall off the roof, too. And best of all for the full drama, he decided to kill himself in front of his, "guarding partner," and two women soldiers who fainted and were taken to the hospital. Now, we have seen Israeli woman soldiers after countless ghastly, hideous terror acts, where their sense of duty prevents open shows of revulsion. They don't faint. But today, TWO female soldiers fainted at the same moment and required hospital treatment, which would include terrifying scenarios of what would happen if they opened their mouths.
You see, the entire media was removed from the airport as soon as the shot was fired. No pesky "Kempler" films, which revealed the Shin Bet's role in the Rabin murder, would suddenly appear, exposing the murderers, maybe this time for good. The eye-witnesses just needed coaching under duress.
Now if I was investigating this latest incident, suspect number one would be the victim's partner. However, I know from my Rabin expose, the coverup has already begun in earnest. All relevant physical and ballistic will be rigged to suit the crime and the eye-witnesses will become quiet, like the Rabin family.
I admit, this is early in the game, but still, from what you know about suicide, would anyone really kill himself on the job, without a note? Would he really wait for them to strike up the band to cover his shot? Some attention seeker. He shoots himself just as Peres, Olmert and Sarkozy are hand-hugging, but makes sure the band covers up the act.
There is nothing conclusive here. Just the proper balance of suspicion and intelligence so you take the official explanations with a hugely delicious special double grain of salt.

A border policeman shot himself dead on Tuesday 200 meters from where French President Nicolas Sarkozy was getting ready to board a plane ending his trip to Israel.
Bodyguards that heard the shot over the music being played by a band feared it may have been an assassination attempt, and rushed Sarkozy into the plane alongside his wife Carla Bruni, who ran up the stairs ahead of her husband.
Prime Minister Ehud Olmert and President Shimon Peres, who came to bid farewell to the French president, were hurried into their bullet-proof vehicles until the origin of the gunshot could be determined.
Shin Bet security service officials immediately ran toward where they had heard the shot, and found the border policeman, who was positioned on top of a building, lying on the ground below.
Officials soon ruled out the option that he accidentally shot himself before the fall, or that his gun misfired upon impact with the ground, and concluded that he apparently committed suicide using his M-16 rifle, causing him to fall off the building. An autopsy of the body confirmed their conclusion.
Border Police officials said the man, a member of the Druze community, had served as a border policeman for eight years since he was discharged from mandatory service in the Israel Defense Forces.

The dead Border Guard officer was identified as Raid Asaad Ghanan, 32, of the Druze village of Beit Jan. his family members refused to believe that he had committed suicide.
"We scornfully reject the claims that our son took his own life," a family member said. "He was a kindhearted and happy person. He had a family and there was no reason for him to do such a horrible thing."
The officer's father, Asaad Ghanan, said that his son had left the house on Tuesday morning in good spirits.
"He had a family, he had friends, he had plans for the future and had no reason to commit suicide," the father said.
Naif, Raid's brother, said that the police representatives who informed the family of their son's death, had told them that the circumstances of the incidents were unclear and would be probed by an investigating officer.
"It is unthinkable that my brother took his own life. We believe this was an accident, or even an incident in which my brother was accidentally shot by one of the security officials in the area."

There were reports the border policeman, unnamed as yet, shot himself in the head as he stood about 100 yards from the VIP party as part of the guard of honour while a military band played.
Two female Israeli soldiers were reported to have fainted at the sight but apart from that there were no other casualties.
"This was in no way an assassination attempt," police spokesman Micky Rosenfeld said. "A border policeman committed suicide during the farewell ceremony."

near a large crowd & certainly not by a security guard. Suicides usually take place when no one's around, in empty houses & far from the madding crowd. Now we hear that the dead man was a Druse border policeman, that he fell off the rooftop where he was on guard & his rifle went off accidentally. So accidentally (but 'accurately' it seems)that a bullet hit him in a way that made his accidental fall look like a suicide. Wow,how convenient. So what was it - an accident or a suicide? Or something else? If it was 'something else',wanna bet we'll never know what - or who the shot was really for?

Every four years, the election of the President of the United States takes a big media show that keeps the world in tenterhooks. The US electoral system, which is extremely complex and controlled by the oligarchy, offers a popular sovereignty image, despite the fact that it was created to counter such sovereignty. Thierry Meyssan answers our questions about the hidden operations of «democracy» made in the U.S.A.

Sandro Cruz: The US presidential campaign is in full swing now. Three candidates keep struggling. What is your opinion of these candidates??

Thierry Meyssan: First, this is not an issue involving only three candidates to be nominated (McCain for the Republican nomination, Ms. Clinton and Obama for the Democrats), because there are small parties which also have their own [presidential] candidates and some independent candidates may launch their campaign in several states. In 2004 elections, there were 17 [presidential] candidates, but the European media only talked about three of them.

In 2008, at least there was one libertarian candidate, a green one and two Trotskist ones («the real one» Roger Calero and the «false one» Brian Moore, paid by the CIA; there was a prohibitionist (pastor Gene Amondson), a representative of the taxpayer’s party (now called the Party of the Constitution) and an independent one (Ralph Nader).

However, these small party candidates are not authorized to launch their campaigns throughout the whole [US] territory, so they will not even reach 5 percent of the votes. The republicans and the democrats will take the votes for them. That is why the US media is only interested in McCain, Obama and Ms. Clinton. But, they are making a big mistake because, although activism has no possibilities to get to the White House, it is getting deeper in US society and its influence is reaching the political discourse.

You ask me what I think about these big candidates; that is, what change the election of any of them in particular would bring to US policy. I think the question must be made the other way around. You will surely agree that current President George W. Bush does not have enough capacity to rule the country. He is a puppet hiding real power behind him. If US policy is not being decided within the walls of the Oval Office, why would that change next year?

US Oligarchy is now faced with a dilemma:

- 1. Keeping on with its colonial policy

- 2. Or returning to a more presentable form of imperialism.

Due to the stepping up of the financial crisis and military failures, the continuation of adventurous policies could lead to a freefall but, how can someone turn back if there is nothing that may directly force him to do so?

McCain represents the first point and Obama the second one. But Clinton may adapt to any of the two points. That is why she is still campaigning, while she must have withdrawn long time ago. In fact, after months of internal contradictions, US oligarchy has just taken a decision. As we have seen in current peace negotiations and accords in Pakistan, Iraq, Lebanon, Syria and Palestine, the United States has renounced the «clash of civilizations» and the «re-designing of the Great Middle East.»

Obama has two virtues. On the one hand, his campaign is focusing on changes and thus he can easily incarnate a foreign policy renovation. On the other hand, the largely white oligarchy prefers to have a negro be responsible to announce the country’s bankruptcy and to face the inevitable social revolts that are to come up later.

Sandro Cruz: ¿Could you explain how that election, that electoral system works?

Thierry Meyssan: It is a puzzle that most citizens do not understand. Since the founding of the United States itself, they voluntarily chose a very complex electoral system and it became even more complicated with the passage of time. The Constitution of the United States was conceived according to the Declaration of Independence. The objective was to stop a potentially revolutionary process and set up a national oligarchy that would replace British aristocracy. Alexander Hamilton –the father of the Constitution – designed a system that would avoid any and all kind of popular sovereignty: Federalism.

The term is ambiguous. In Old Europe it is used to identify a kind of political and democratic unity that respects identities and partially maintains some forms of sovereignty. For instance, you recall the Helvetic Confederation. Hamilton, on his part, did not perceive the system from the basis up to the upper layers, but on the other way around, from the upper layers down to the basis. He did not federate local communities to create the states; he divided the estate by using local communities. Such ambiguity gave birth to the American Civil War (and we must recall that such a war had nothing to do with slavery, since slavery was abolished by the North during that war in order to massively recruit black soldiers). (…)

Sandro Cruz: Let’s make a pause here…It is, in fact, a very complex system and we have to slow down so that it can be understood. I would like this interview to become a sort of manual for those who are not specialists in this subject. You just said that: «he did not federate local communities to create states but divided the state using local communities.» It is hard for me to understand the second part of your statement. As a matter of fact, someone rules those states and that someone comes from a local community. Then, who has the political power in those states? And is there a real democratic selection at that social level?

Thierry Meyssan: For Alexander Hamilton, his fear of the «pleb» and his desire of setting up a US oligarchy equivalent to the British gentry were like an obsession. With the time, his political ideas included all kinds of hurdles to keep the people out of US policy.

As usual, every State adopts its own laws. In general terms, the objective of such laws is that of limiting the setting up of political parties and the launching of candidates to different elections. In most local elections they prohibit the presentation [as a candidate] of a person without the representation of a party and in everyday life it is impossible to create new parties.

The most caricatural system is that working in New Jersey, where you have to count on 10% percent of voters to set up a new party; it is a condition which –as everyone knows – can not be implemented and it definitively hinders small parties in the U.S. to open a chapter in the state of New Jersey.

We are talking about a system totally close by itself in which political life is confiscated by the representatives of the two major political parties at the state level. It is not possible for you to play a role if you are not accepted by such actors before.

Let’s go back to presidential elections. Alexander Hamilton granted powers to the states, which may appoint the so-called «big voters», whose number is defined according to the population of [each state]. And those big voters are the ones who elect the president of the United States, not the US citizens. In the 18th century no state would consult the population in that regard; at present, each state carries out a consultation action. In 2001, when Al Gore went to the Supreme Court in the face of electoral fraud in Florida, the court reminded him of the Constitution: that who appoints the big voters is the governor of Florida, not the people of Florida, and Washington can not interfere with the internal problems of Florida.

We have to understand that the United States is not, has never been and does not want to be a democratic state. It is an oligarchic system, which puts importance on public opinion as a tool to avoid a revolution. With very few exceptions like Jessie Jackson, no US politician asks for a reform to the Constitution and the recognition of popular sovereignty. Therefore, it sounds particularly comic to listen to Mr. Bush announce that he is going to «democratize» the world, in general, and the Great Middle East, in particular.

Sandro Cruz: Let’s make something clear, please. ¿Are the voters and the big voters the same people? ¿Are they the same party leaders?

Thierry Meyssan: No, of course not, here there is some language-related confusion. In the presence of a two-level electoral system, the terminology given by political sciences establishes a difference between ordinary voters and big voters. In the United States, however, the word «voter» is only applied to big voters since during the first decades of existence of that country, the people would not participate in elections.

The president of the United States is elected by a «college of voters», made up of 538 members. Each state has a number of big voters, which corresponds to the number of seats it has in Congress (among deputies and senators.) Colonies like Puerto Rico and the Guam islands are excluded of the electoral process.

Each state draws up its own rules to appoint its big voters. In fact, it is aimed at standardizing such rules among the states. At present all states, but Maine and Nebraska, which have implemented very complex systems, consider big voters to represent the majority of their population.

In the event that the [votes of ] the big voters would not represent a majority and a tie would occur between two candidates, the House of Representatives would then elect the president, while the Senate would elect the vice-president.

Sandro Cruz: ¿Do the primaries allow voters to pick their candidates or not? ¿What is the role of the super-delegates?

Thierry Meyssan: Primaries and conventions have two objectives. From the internal point of view, they monitor public opinion and evaluate how much things can be forced. From the external point of view, they offer the world the view that the US oligarchy is a democracy.

People usually think that the primaries help to avoid tricks by the top leadership by allowing member of the major parties in the basis to pick their candidate. But it is not so. It is not the political parties that organize the primaries, but the states! The primaries have been designed according to Hamilton’s plan of guaranteeing oligarchic control over the system and closing the way to dissident candidates.

Each state has its own rules to appoint its delegates to the federal conventions of the parties. There are six major methods and, there are also other mixed methods. Sometimes you need a party member card to be allowed to vote; sometimes party followers may vote along the party members; sometimes all the citizens may vote in the primaries of the two major parties; sometimes all the citizens may only vote in the primary of the party they choose; sometimes the parties carry out a common one-round primary and some other times a two-round primary. There are all possible combinations of those methods. Each primary election, in each state, has a different character.

On the other hand, some states do not have primaries but caucuses. For instance, in Iowa they have different vote counting in each of the 99 counties, where they elect local delegates, who at the same time hold second-degree primaries to elect the delegates to the national conventions. It is very similar to the alleged «democratic centralism», which Stalinists like that much.

This circus traditionally begins in February and runs for 6 months. But this year, the Democratic Party changed its schedule. The process was launched ahead of time as the party sorted out dates so that the amusement lasted throughout the year. The unilateral decision was not easy to put into practice and caused a lot of disturbance because, and I say again, it is not the parties that organize the primaries, but the states.

In the end [of the process] the delegates get together in their party convention. They are joined by the super-delegates who, contrary to such term means, are not delegates of anyone. They are notable persons and party leaders with their own rights. The super-delegates represent the oligarchy and their number is enough to tip the scales in either direction, disregarding the result of the primaries or the caucuses. They stand for 20 percent of all participants in the Democratic Party Convention and nearly 25 percent of the Republican Convention (although this latter one will only be a formality since McCain is the only one remaining).

Sandro Cruz: What is the role of primaries and caucuses in each state? How can we understand it?

Thierry Meyssan: I have just proved that they are useless, at least as what the appointment of candidates is concerned. But that big show helps reduce almost to zero the political coincidence of the US people. The corporate media keeps us on tenterhooks about the counting of delegates and donations. They are now talking about the «race» for the White House and about records, like if it were a televised marathon or the Star Academy.

A «suspense» is artificially maintained in order to get the attention of the public and repeat a message as many times as possible. Have you noticed the so many times the media has announced that this Tuesday is a crucial day, for instance? However, every time you see an inexplicable result which allows the candidate in a tight spot to keep on with his campaign in order to maintain the show running. In fact the show has been set. In 17 US states, they set up voting machines which do not allow any verification of results of electronic vote. It would be much better not to vote and let the candidates on their own and invent the results.

All those facts are joined by very doubtful subliminal messages. For instance, McCain chose as his slogan «Defense of Freedom and Dignity», which he uses in reference to religious freedom and the abolition of slavery. It is difficult to understand that such issues are in the center of concern of the average American. Then, whom is that slogan aiming at?

Ms. Clinton proclaims that «Each one in his own place». She means that, if she were in power nobody would be left helpless. But she also means that the people must be in their place and they must not try to change [that place] or interfere with the oligarchy.
Obama, on his part, comes up with the slogan «Change» written on his podium. That means that the United States needs to change, but it also recalls a change desk for money. Amidst a financial crisis such a term like «change» distracts the people a lot.

Sandro Cruz: In a recent article, you wrote that the US President is a man of the Military Industrial Complex. From that perspective, do you think that McCain will be elected President?

Thierry Meyssan: Your question again must be asked the other way around. The three candidates running for president are giving increasing signals of their loyalty to the Military Industrial Complex. It is an auction in which, as a matter of fact, McCain needs to prove nothing; but his rivals are not left behind. We heard Obama say he supported a bombardment of Pakistan and few days ago, Clinton threatened Iran with «wiping it out» of the map by means of a nuclear attack. Who offers more?

After months on the same race, these three candidates have reached absolute consensus on the main issues related to foreign and defense policies:

- They consider that the defense of Israel is a strategic objective for the United States;
- they have no plan to withdraw the troops from Iraq;
- they present Iran and Lebanon’s Hezbollah as big threats to the international stability.

However, there is a big difference among the candidates, which is based on the debate that just closed within the military industrial complex. McCain and his advisor Kissinger maintain the principle of direct confrontation, while Obama and his advisor Brzezinski propose [US] rule through representatives. Clinton and her advisor Albright incarnate normative imperialism, already obsolete. I usually write on Voltairenet.org about that strategic debate (particularly when the report by intelligence agencies on Iran and the resignation of Admiral Fallon were known) and the election of the new president depends precisely of that debate.

In the article you just mentioned, I wrote that the military industrial complex trusted Clinton. I still have the same opinion. Her statement is not of interest to the weapons industry anymore, and her efforts, either her secret participation in the Fellowship Foundation or her statements on Iran will not modify that fact. In this moment when you ask me these questions to say that «Clinton is done» is nothing new. That was the headline of a NY daily last week; and I wrote it when the European press still had Clinton on a pedestal.

We can not let ourselves be dragged by the stories imposed by the corporate media. There is nothing new in knowing if the United States will maintain, with McCain in power, 100, 000 troops and 200, 000 mercenaries in Iraq or if, with Obama in power, they will reduce the number of troops and increase the mercenary presence. What is important is to know if the United States still has the means demanded by its ambition and if it can rule the world –as the neocons still intend to do-, or if they are mined from inside and have to renounce their imperial dream to avoid their collapse –as the Baker-Hamilton Commission explained. The fact is that the freefall of the US dollar marked the end of the empire.

Ten years ago, a barrel of oil sold at just 8 dollars; now you need 135 dollars to get the same barrel and within two months you will probably need 200. On the other hand the stampede of the Hariri Clan militias, who ran away thus leaving the battlefield for Hezbollah –in just a few hours and throwing their weapons like garbage- shows the impossibility to turn to sub-contractors to guarantee police services for the empire.

Under such conditions, McCain is of no interest for the oligarchy. Obama and Brzezinski are the only ones to propose an alternative project: saving the empire by prioritizing secret action (not that costly) over war (too onerous).

Sandro Cruz: In effect, it is surprising to observe that Barak Obama, who affirms that he wants change in American society, has picked Brzezinski as his advisor, when we know that this person is an ideologist involved in sordid and secret operations: coups, sabotages and other criminal actions.

Thierry Meyssan: I met Zbignew Brzezinski three weeks ago [1]; I listened to his speech perfectly prepared on US renovation. He condemned all visible excesses of the Bush policy, from Guantanamo to Iraq, and in a very clever manner he recalled his own success against the Soviet Union.

However, I do not think that the next US president will have the chance to implement a new «big strategy». It is too late now. Barak Obama will have to face the cessation of payments in several states, which will not be able to pay the salaries of their own officials or guarantee public services. He will be too busy with the internal chaos to implement the plans designed by Brzezinski.

Sandro Cruz : Les États-Unis sont en pleine campagne électorale présidentielle. Trois candidats sont en lice. Quel regard portez-vous sur eux ?

Thierry Meyssan : En premier lieu, il importe de noter qu’il n’y a pas que trois candidats à la candidature (McCain chez les républicains, Clinton et Obama chez les démocrates), car de petits partis auront aussi leurs candidats, et des indépendants peuvent se présenter dans certains États. Il y avait dix-sept candidats en 2004, alors que les médias européens n’en ont cité que trois.

En 2008, il y aura au moins un candidat libertarien, un vert et deux trotskistes (le « vrai » Roger Calero et le « faux » Brian Moore, appointé par la CIA), un prohibitionniste (le pasteur Gene Amondson), un représentant du parti des contribuables (désormais dénommé parti de la Constitution), plus un indépendant (Ralph Nader)

Toutefois, ces petits candidats ne sont pas autorisés à se présenter sur tout le territoire et ne totaliseront probablement pas 5 % des voix. Le républicain et le démocrate rafleront la mise. C’est pourquoi les médias non-US ne s’intéressent qu’à MM. McCain, Obama et Mme Clinton. Ils ont tort, car si les petits candidats n’ont pas de crédibilité pour accéder à la Maison-Blanche, leur activisme laboure la société états-unienne et influence à terme le discours politique.

Vous me demandez ce que je pense des grands candidats c’est-à-dire ce que cela changera dans la politique des États-Unis si c’est l’un plutôt que l’autre qui est élu. Je pense que vous posez la question à l’envers. Vous conviendrez que l’actuel président, George W. Bush, n’a pas les capacités pour gouverner. C’est une marionnette derrière laquelle se cache le vrai pouvoir. Et si la politique des États-Unis ne se décide pas aujourd’hui dans le Bureau ovale, pourquoi voulez-vous qu’il en soit autrement l’an prochain ?

L’oligarchie est maintenant face à un dilemme :
- 1. Soit continuer la politique coloniale actuelle ;
- 2. Soit revenir à une forme d’impérialisme plus présentable.
Compte tenu de l’emballement de la crise financière et des échecs militaires, la poursuite de l’aventurisme peut conduire à la chute, mais aussi, pourquoi revenir en arrière quand on n’y est pas directement forcé ?

Si McCain correspond au premier terme de l’alternative et Obama au second, Clinton peut s’adapter à l’un comme à l’autre. C’est le sens de son maintien dans la course alors qu’elle aurait dû jeter l’éponge depuis longtemps. En réalité, après des mois de luttes intestines, l’oligarchie états-unienne vient de choisir. Comme on le voit avec les négociations en cours et divers accords de paix au Pakistan, en Irak, au Liban, en Syrie et en Palestine, elle a renoncé au « clash des civilisations » et au « remodelage du Grand Moyen-Orient ».

Obama offre deux qualités : d’une part, il a fait campagne sur le thème du changement et peut donc facilement incarner un renouveau en politique étrangère ; d’autre part, l’oligarchie majoritairement blanche préfère laisser à un noir la responsabilité d’annoncer la faillite du pays et d’affronter les inévitables révoltes sociales qui suivront.

Sandro Cruz : Pouvez-vous nous expliquer maintenant comment fonctionne ce scrutin ? Ce système électoral ?

Thierry Meyssan : C’est un casse-tête que l’immense majorité des citoyens ne comprend pas. Dès la fondation des États-Unis, les choses ont été volontairement embrouillées et elles ont été complexifiées avec le temps. La Constitution des États-Unis a été conçue en réaction à la Déclaration d’indépendance. Il s’agissait d’arrêter un processus potentiellement révolutionnaire et de créer une oligarchie nationale qui se substitue à l’aristocratie britannique. Alexander Hamilton —le principal père de la Constitution— a imaginé un système pour empêcher toute forme de souveraineté populaire : le fédéralisme.

Ce mot est équivoque. Dans la vieille Europe, on l’utilise pour désigner une forme d’union politique démocratique qui respecte les identités particulières et maintient des souverainetés partielles. On pense à la Confédération helvétique par exemple. Hamilton, quant à lui, a pensé le système non de bas en haut, mais de haut en bas. Il n’a pas fédéré des communautés locales pour créer un État, mais il a divisé l’État en utilisant des communautés locales. C’est cette ambigüité qui est l’origine de la Guerre de Sécession (laquelle je vous le rappelle n’a aucun rapport avec l’esclavage qui a été aboli par le Nord au cours de la guerre pour enrôler les noirs en masse). Sandro Cruz : Ne nous emballons pas, je vous arrête-là… Effectivement ce système est d’une grande complexité et nous devons aller doucement pour bien décortiquer la chose. J’aimerais que cette interview reste aussi un manuel pour les profanes. Vous venez de dire qu’ : « Il n’a pas fédéré des communautés locales pour créer un État, mais il a divisé l’État en utilisant des communautés locales. » J’ai de la peine à saisir la deuxième partie de votre phrase. Tout de même, il y a quelqu’un à la tête de ces États. Et ce quelqu’un vient d’une communauté locale. Alors, qui détient le pouvoir politique dans ces États ? Est-ce que à ce niveau il y a une vrai choix démocratique ?

Thierry Meyssan : Alexander Hamilton était obsédé par sa hantise de la « populace » et sa volonté de créer une oligarchie états-unienne équivalente à la gentry britannique. Au cours du temps, son courant politique a imaginé toutes sortes de verrous pour tenir le peuple loin de la politique.

Comme toujours, chaque État dispose de ses propres lois. D’une manière générale, elles visent à limiter la possibilité de créer un parti politique et de présenter des candidats aux diverses élections. Dans la plupart des scrutins locaux, il est interdit de se présenter sans l’investiture d’un parti et il est impossible en pratique de créer un nouveau parti.

Le système le plus caricatural est celui du New Jersey où il faut réunir 10 % des électeurs pour pouvoir créer un nouveau parti, une condition que chacun sait irréalisable et qui interdit définitivement aux petits partis états-uniens de disposer d’une section au New Jersey.

C’est un système entièrement fermé sur lui-même dans lequel, au final, la vie politique a été confisquée par les responsables des deux grands partis au niveau de chaque État. Il est impensable de pouvoir jouer un rôle si l’on n’est pas au préalable coopté par ces gens là.

Je reviens à l’élection présidentielle. Alexander Hamilton a donné le pouvoir aux États fédérés. Ils désignent des grands électeurs, dont le nombre est fixé en fonction de leur population. Ce sont ces grands électeurs qui élisent le président des États-Unis, pas les citoyens. Au XVIIIe siècle, aucun État ne consultait sa population à ce sujet, aujourd’hui chaque État procède à une consultation. Lorsqu’en 2000, Al Gore a saisi la Cour suprême à propos de la fraude électorale en Floride, la Cour a rappelé la Constitution : c’est le gouverneur de Floride qui désigne les grands électeurs, pas la population de la Floride, et les problèmes intérieurs de la Floride ne regardent pas Washington.

Comprenez bien : les États-Unis ne sont pas, n’ont jamais été et ne veulent pas, être un État démocratique. C’est un système oligarchique qui accorde une grande importance à l’opinion publique pour se prémunir d’une révolution. À de très rares exceptions, comme Jessie Jackson, aucun politicien US ne demande de réforme de la Constitution et de reconnaissance de la souveraineté populaire. C’est pourquoi il est particulièrement plaisant d’entendre M. Bush annoncer qu’il va « démocratiser » le monde en général et le Grand Moyen-Orient en particulier.

Sandro Cruz : Précisez s’il vous plaît, électeurs et grand électeurs sont-ils les mêmes personnages ? Les mêmes cadres du parti ?

Thierry Meyssan : : Non, non. Il y a une confusion qui provient du langage. Dans un système à deux degrés, la terminologie des sciences politiques distingue les électeurs de base, des grands électeurs. Mais aux États-Unis, le mot « électeur » ne s’applique qu’aux grands électeurs, car dans les premières décennies des États-Unis, le peuple ne participait pas aux consultations électorales.

Ainsi, le président des États-Unis est élu par un « Collège électoral » de 538 membres. Chaque État dispose d’autant de grands électeurs qu’il a de sièges de parlementaires (députés et sénateurs) au Congrés. Les colonies, comme Porto Rico ou l’ile de Guam sont exclues du processus.

Chaque État choisit ses propres règles pour désigner ses grands électeurs. Dans la pratique, elles tendent à s’harmoniser. Aujourd’hui, tous les États —sauf le Maine et le Nebraska qui ont inventé des systèmes complexes— considèrent que les grands électeurs représentent la majorité de leur population.

Dans le cas où les grands électeurs ne parviendraient pas à dégager une majorité et que l’on aurait deux candidats ex-aequo, c’est la Chambre des représentants qui élirait le président et le Sénat qui élirait le vice-président.

Sandro Cruz : Les primaires permettent-elles ou non aux électeurs de choisir les candidats ? Quel est le rôle des super-délégués ?

Thierry Meyssan : Les primaires et des conventions ont deux objectifs. En interne, elles permettent de tâter le pouls de l’opinion publique et d’évaluer ce que l’on peut lui infliger. En externe, elles donnent au reste du monde l’illusion que cette oligarchie est une démocratie.

On croit souvent que les primaires permettent d’éviter les combines d’état-major et de laisser les militants de base des grands partis choisir leur candidat. Pas du tout. Les primaires ne sont pas organisées par les partis politiques, mais par l’État local ! Elles sont conçues, dans la lignée d’Hamilton, pour garantir le contrôle oligarchique du système et barrer la route aux candidatures dissidentes.

Chaque État a ses propres règles pour désigner ses délégués aux Conventions fédérales des partis. Il y a six méthodes principales, plus des méthodes mixtes. Parfois, il faut être encarté au parti pour voter, parfois les sympathisants peuvent voter avec les militants, parfois tous les citoyens peuvent voter aux primaires des deux partis, parfois ils peuvent tous voter mais uniquement à la primaire du parti de leur choix, parfois les deux partis tiennent une primaire commune à un tour, d’autres fois encore à deux tours, Toutes les combinaisons de ces méthodes sont possibles. Chaque primaire, dans chaque État, a donc un sens différent.

Et puis il y a des États qui n’ont pas de primaires, mais des caucus. Par exemple, l’Iowa organise des scrutins distincts dans chacun de ses 99 comtés, qui élisent des délégués locaux, lesquels tiennent des primaires au second degré pour élire les délégués aux Conventions nationales. C’est très exactement le système du prétendu « centralisme démocratique » cher aux Staliniens.

Traditionnellement, ce cirque commence en février et dure six mois, mais cette année le parti démocrate a modifié son calendrier. Il a avancé le début et voulu répartir les dates pour faire durer le plaisir presque une année complète. Cette décision unilatérale n’a pas été facile à mettre en œuvre et a provoqué beaucoup de désordre car, je le répète, les primaires et caucus ne sont par organisés par les partis, mais par les États.

À la fin, les délégués se retrouvent à la Convention de leur parti. Ils y sont rejoints par les super-délégués. Lesquels, contrairement à ce que leur dénomination laisse croire, ne sont délégués par personne. Ce sont des membres de droit, c’est-à-dire des notables et des apparatchiks. Les super-délégués représentent l’oligarchie et sont suffisamment nombreux pour faire pencher la balance dans un sens ou l’autre, en passant outre le résultat des primaires et causus. Ils seront environ 20 % à la convention démocrate et presque 25 % à la convention républicaine (mais là ce ne sera qu’une formalité puisque McCain reste le seul en lice).

Sandro Cruz : À quoi servent les primaires et caucus par État ? Comment doit-on les interpréter ?

Thierry Meyssan : Je viens de vous le démontrer, ils ne servent à rien. Tout au moins pour ce qui concerne la désignation des candidats. Par contre, ce grand show permet de réduire la conscience politique des États-Uniens à presque zéro. Les grands médias nous tiennent en haleine en comptabilisant les délégués et les dons. On parle désormais de la « course » à la Maison-Blanche et de records, comme s’il s’agissait d’un téléthon ou de la Star Academy.

On maintient artificiellement un « suspens » pour capter l’attention des foules et marteler le plus grand nombre de fois possible un message. Avez vous observé le nombre de fois où les grands médias nous ont annoncé que ce mardi serait décisif ? Mais à chaque fois, un résultat inexplicable permet au candidat en difficulté de rebondir pour que le show continue. En réalité, le spectacle est truqué. Dans 17 États, des machines à voter ont été installées sans aucune possibilité de vérification des résultats électroniques [1]. Autant ne pas voter du tout et laisser les organisateurs se débrouiller tout seuls pour inventer les résultats.

Tout cela s’accompagne de messages subliminaux douteux. Par exemple, McCain a choisi comme slogan la « défense de la liberté et de la dignité ». Ce qu’il explicite comme la liberté religieuse et l’abolition de l’esclavage. On a quand même du mal à croire que ce soit là les préoccupations premières des citoyens de base. À qui s’adresse donc ce slogan ?
Mme Clinton affiche : « Chacun a une place ». Elle veut dire que, si elle était au pouvoir, personne ne serait laissé sur le bord du chemin. Mais cela signifie aussi que les gens doivent rester à leur place et qu’ils ne doivent pas s’aviser d’en changer et se de mêler des affaires de l’oligarchie.
Obama, quant à lui, apparaît avec le slogan « Change » écrit sur son pupitre. Cela veut dire que les États-Unis ont besoin de changement, mais cela fait aussi bureau de change. Le mot « change » en anglais désigne la monnaie que l’on rend. En pleine crise financière, c’est assez distrayant.

Sandro Cruz : Dans un article récent [2], vous avez écrit que le président des États-Unis est toujours l’homme du complexe militaro-industriel. Dans cette optique, pensez-vous que John McCain sera élu ?

Thierry Meyssan : Là encore, vous posez la question à l’envers. Les trois principaux candidats en lice sont en train de multiplier les signes d’allégeance au complexe militaro-industriel. C’est une mise aux enchères dans laquelle McCain n’a effectivement pas besoin de faire ses preuves, mais où ses concurrents ne sont pas en reste. Ainsi, nous avons entendu Obama se proposer pour bombarder le Pakistan et, il y a quelques jours, nous avons vu Clinton menacer l’Iran d’être « enlevé » de la carte par le feu nucléaire. Qui peut dire mieux ?

Après des mois de campagne, ces trois candidats sont arrivés à un consensus absolu sur les principaux points de politique étrangère et de défense :
Ils considèrent que la défense d’Israël est un objectif stratégique des États-Unis ; ils n’ont aucun plan de sortie d’Irak ; ils présentent l’Iran et le Hezbollah libanais comme une menace majeure pour la stabilité internationale.

Cependant, il existe une différence entre ces candidats et elle correspond au débat qui vient de se clore au sein du complexe militaro-industriel. McCain et son conseiller Kissinger soutiennent le principe de l’affrontement direct tandis qu’Obama et son conseiller Brzezinski proposent la domination par proxies interposés. Clinton et sa conseillère Albright incarnent un impérialisme normatif qui n’est plus de mise. J’écris souvent sur Voltairenet.org à propos de ce débat stratégique (notamment au moment du rapport des agences de renseignement sur l’Iran [3] et de la démission de l’amiral Fallon [4]) et c’est de lui que dépend la désignation du prochain président.

Dans l’article que vous citez, j’ai noté que Clinton n’avait pas la confiance du complexe militaro-industriel. Je n’ai pas changé d’avis. Sa thématique n’intéresse plus l’industrie d’armement. Et ses contorsions, qu’il s’agisse de sa fréquentation secrète de la Fellowship Foundation ou de ses déclarations maximalistes sur l’Iran, n’y changeront rien. Au moment où vous m’interrogez, dire que « Clinton est cuite » n’est pas original, c’était le titre d’un quotidien new-yorkais la semaine dernière. Mais je l’ai écris alors que la presse européenne la portait encore au pinacle.

Ne nous laissons pas submerger par les problématiques que nous imposent les grands médias. Savoir si les États-Unis vont maintenir avec McCain 100 000 GI et 200 000 mercenaires en Irak ou s’ils vont avec Obama diminuer le nombre de GI’s et augmenter celui des mercenaires ne change pas grand chose. La vraie question, c’est de savoir si les États-Unis ont encore les moyens de leurs ambitions et peuvent gouverner le monde —comme les néoconservateurs persistent à la prétendre— ou s’ils sont minés de l’intérieur et doivent abandonner leur rêve impérial pour éviter l’effondrement —comme l’a déjà expliqué la Commission Baker-Hamilton—. Or, la vertigineuse baisse du dollar a sonné la fin de l’empire. Il fallait 8 dollars, pour acheter un baril de pétrole il y a dix ans. Il en faut 135 aujourd’hui et il en faudra probablement 200 dans deux mois. En outre, la débandade des milices du clan Hariri, qui ont pris la fuite et
abandonné le terrain au Hezbollah en quelques heures en jetant leurs armes dans les poubelles, montre qu’il n’est plus possible de sous-traiter la police de l’empire.

Dans ces conditions, McCain n’offre plus aucun intérêt pour l’oligarchie. Obama et Brzezinski sont les seuls porteurs d’un projet alternatif : sauver l’empire en privilégiant l’action secrète (peu onéreuse) sur la guerre (trop coûteuse).

Sandro Cruz : Effectivement, c’est très étonnant de voir que Barak Obama qui dit vouloir un changement dans la société états-unienne ait choisi comme conseiller Brzezinski, quand on sait que ce dernier est un idéologue qui s’est impliqué dans des opérations secrètes sordides, des coup d’États, des sabotages divers et d’autres actions criminelles.

Thierry Meyssan : : J’ai rencontré Zbignew Brzezinski [5], il y a trois semaines [6], je l’ai entendu développer un discours déjà parfaitement rodé du renouveau US. Il a condamné tous les excès visibles de la politique bushienne, de Guantanamo à l’Irak, et habilement rappelé ses succès contre l’Union soviétique.

Cependant je ne pense pas que le prochain président des États-Unis aura le loisir de mettre en œuvre une nouvelle « grande stratégie ». Il est déjà trop tard. Barak Obama sera confronté à la cessation de paiement de plusieurs États fédérés, qui ne pourront plus verser les salaires de leurs fonctionnaires, ni assurer les services publics [7]. Il sera trop occupé par le chaos intérieur pour réaliser les plans de Brzezinski.
